Job Description:
The Director is responsible for supervising multiple front-line managers and programs, directing operations in varying capacities including at 24/7 residential locations, for community-based or day services or in recreational or public settings, with emphasis on team management, development and establishing standards of performance across all programs. The Director is responsible for the operational success of programs and/or services and oversees multiple interdisciplinary teams supporting individuals with intellectual and developmental disabilities (I/DD) and, as applicable, with individuals with I/DD and cooccurring behavioral/mental health issues, who may be in crisis. Maintains responsibility for program quality and compliance with Federal, State, local and other regulatory requirements and maintains linkages and relationships with community and other partners. Alternates as Administrator-on-Call (Available/On Call Supervisor) with other program leadership, as required.
Key/Essential Functions & Responsibilities
· Ensures coordination of all members of each interdisciplinary team (IDT), promoting and maintaining the excellence of the program and ensuring implementation of person-centered treatment and behavior plans and coordination of medical care, medication administration and other necessary services.
· Supervises managers across multiple programs, overseeing and coordinating daily operations with support departments and ensuring programs are meeting the needs of the people we support and all applicable regulatory and agency standards.
· Responsible for ensuring the appropriate, therapeutically documented level of supervision in assigned programs to protect the health, safety and habilitation of the people we support, consistent with agency philosophy and department practices and in line with Federal, State, Local and regulatory requirements and in support of quality care and positive outcomes.
· Supports development of professional, empathetic relationships with families, service providers, and community members and advocacy for persons with disabilities to local government and community and fostering of interagency collaboration and communication between relevant supports by Program Supervisors.
· Evaluates and monitors program needs to ensure supports/services meet the changing needs of the people we support.
· Evaluates program staffing needs, based on complexity and needs of the people we support and ensures appropriate coverage at assigned programs.
· Participates in the development of new programs/initiatives, as needed.
· Plays an active role in the hiring process, interviewing and selecting qualified program leadership.
· Assesses work performance and ensures quality service provision through ongoing staff supervision and observation.
· Fosters professional development through regular supervision, training, and evaluations.
· Retains diverse, highly qualified leaders and provides career coaching, growth, and personal development for direct/indirect reports.
· Assists Supervisors in resolving relevant program, staff and family concerns and provides ongoing
consultation/problem solving support to the Interdisciplinary Team regarding clinical, behavioral and/or health related challenges with the people we support.
· Actively participates in program meetings, regional meetings, leadership meetings, agency committees, and/or projects
· In the absence of a Program Supervisor, provides coverage including: program oversight, staff training, adherence to state and city regulations, managing program budgets, liaising with families, floor coverage, as necessary.
· Participates in the development and management of program budgets, ensures that programs are operating the program within budgetary guidelines and provides oversight of all financial systems related to the people we support.
· Ensures that the Supervisor and team are properly maintaining facilities and a safe environment for staff and the people we support and maintaining adequate inventory of necessary supplies.
· Oversees completion and maintenance of all paperwork and written records related to individual treatment, billing, if applicable, and compliance with all relevant laws, rules and/or regulations. This may include, but is not limited to, medical and medication management records and auditing, treatment records, progress reports, data collection, behavior reports, incident reports, billing records, as applicable, and other written communication systems.
· Ensures compliance with Federal, State, City and/or other oversight agency laws, rules, regulatory or program requirements by passing monthly, quarterly and annual compliance audits and surveys, as applicable.
· Ensures documentation and reporting of errors, incidents and corrective actions and assists with the investigative process, if needed; facilitates audits, as needed
· Participates in community relations and fundraising activities.
· Acts a liaison with applicable regulatory agencies and assists with individual screenings, interviews, appraisals and admission of residents, as applicable.
· Make decisions according to agency policy to ensure appropriate treatments and delivery of services to people supported.
· May serve as Administrator-on-Call (Available/On Call Supervisor) with other program leadership on an as needed basis and provides program/floor coverage, when necessary.
· Performs all other duties, as assigned.
Minimum Qualification Requirements
Consistent with 42 CFR 483.430, must meet the federal requirements for
a QIDP:
· Have at least 1 year of experience working directly with persons with intellectual disability or other developmental disabilities; and
Is one of the following:
o Doctor or medicine or osteopathy; or
o Registered nurse; or
o For Human Services Professional, an individual who holds at least a bachelor's degree in a human
services field (including, but not limited to sociology, special education, rehabilitation counseling and psychology); and
· 2-3 years of experience supporting people with intellectual/developmental disabilities and/or supervising various levels of staff
· Must complete 40-hour RBT coursework or provide documentation of completion within six months of employment.
· Shall be at least 18 years of age
Knowledge of applicable Federal, State, Local and oversight agency regulations (OPWDD, DDD, DDS, etc.).
· Must hold a valid Driver’s license with no more than 5 points
· New Jersey State drug test screening is mandatory prior to employment and randomly/for cause, as applicable
· Basic written and verbal communication skills
